Diversity Programming Committee (DPC)
The Diversity Programming Committee (DPC) was formally approved by the Kansas State University Student Senate on September 11, 2003, with the passage of Bill 03/04/06. Each Fiscal Year, pending funding by Student Centered Tuition Enhancements Committee, DPC is in charge of appropriating $150,000 towards large-scale events that enhance diversity on the Kansas State University campus by including and encompassing the entire K-State student body. The committee consists of twelve (12) voting members, including representatives from the three branches of Student Government, Multicultural Student Organizations, international students, non-traditional students, and sexually diverse students. The Vice Chair of the Student Senate is the chair of the committee.
All registered student organizations in good standing with the University are eligible to apply for funding from DPC. Co-sponsoring of events between groups will ONLY be allowed if a student organization is the primary planner and executer of the event. Furthermore, applications requesting money from DPC will NOT be able to receive additional funding from any other Student Governing Association source for this event. Application forms and instructional packets are available in the Office of Student Activities and Services, located on the ground floor of the K-State Student Union. All project proposals should be returned to the Office of Student Activities and Services no later than 4:00 pm on the fourth Friday of March for FALL 2008 Projects and 4:00 pm on the fourth Friday of October for SPRING 2009 Projects.
Any applications received after this time, regardless of delays caused by campus mail or the U.S. Postal Service, will be considered for funding the following semester.
As this funding is intended to allow student organizations to sponsor events so large in nature that they would not ordinarily be able to finance them, proposals should be for projects costing a minimum of $3,000 each. All proposed projects shall be intended to dissuade prejudice and discrimination based on race, ethnicity, religion, gender, mental or physical disability, sexual orientation, socioeconomic status, geographic location, or age.
Moreover, it is the purpose of this $150,000 allocation to enhance diversity on the K-State campus for the benefit of K-State students. Therefore, priority funding will be given to events taking place on the K-State campus and planned primarily for K-State students. Secondary consideration will be given to events planned to take place in the Manhattan community. NO funding will be allocated for the purpose of traveling to an off-campus event or conference. ALL events and food at events must be free of charge and open to all K-State Students.
It should be noted that the base allocation of $150,000 for multicultural programming was made on an annual basis only. Thus, there can be no guarantee of continued funding for similar events in later years.
Within two weeks of the completion of a project sponsored by DPC funding, the hosting organization must submit a final report to DPC logging total expenditures for the event. Any organization failing to submit this final report by its deadline will NOT be eligible for further funding from DPC, if it is available in the following year. Once each semester (twice during each Senate term), the Chair of DPC (the Vice Chair of Student Senate) will report back to Student Senate with information on the allocations made during that semester and with summaries of the events that occurred with the assistance of DPC funds.

Guidelines for the Administration of the Diversity Programming Committee (DPC)
- Use of Diversity Programming Committee (DPC) funds is limited to the following purposes:
- Projects sponsored primarily by student organizations in good standing with the university.
- Projects intended to dissuade prejudice and discrimination based on race, ethnicity, religion, gender, mental or physical disability, sexual orientation, socioeconomic status, geographic location, or age.
- Requests for allocations of $3,000 or more.
- Projects primarily for Kansas State University students, with priority extended to events held on the campus; no traveling or conference expenditures will be funded.
- Projects free and open to all Kansas State University students.
- Organizations interested in hosting events that adhere to the stipulations outlined in Section 1, above, shall:
- Submit their project proposals to DPC before requesting funding from any other SGA source.
- Apply for funding from another SGA source only after DPC does not choose to fund the project.
- Be prohibited from using other SGA funds to supplement or replace allocations from DPC.
- Must turn in a post project report to be considered for funding the following year. This report must include, but is not limited to: organization name, date of event, location, persons in attendance, description of event, detailed event budget, and any additional information deemed necessary by the DPC Chair.
- DPC shall be composed of the Student Senate Vice Chair, who shall serve as the chair of DPC; one student senator appointed by the Student Senate Chair; one student senate intern appointed by the Senate Intern Coordinator; one cabinet member appointed by the Student Body President; one judicial branch member appointed by the Attorney General; one representative from each of the four main Multicultural Student Organizations, including the Black Student Union, the Hispanic American Leadership Organization, the Asian American Student Union, and the Native American Student Association, each appointed by their respective presidents; one student-at-large representing sexual diversity appointed by the Student Body President; one non-traditional student appointed by the Student Body President; two international students appointed by the Student Body President; and, the Office of Student Activities and Services Coordinator, or designee thereof, acting as an ex officio non-voting member.
- The committee shall seek proposals for funding from all student organizations on campus and conduct meetings at which the applicants may verbalize their requests and field any questions of the committee.
- The Chair of DPC will present a report to Student Senate regarding the status of DPC funding allocations and projects once each semester, ensuring that each term’s Senate body receives two updates during its tenure.
Diversity Programming Committee's Allocation Procedure
- The Vice Chair of Student Senate shall advertise for committee applicants within Senate, in multicultural student organizations, and among the general student body. Committee members shall be selected or appointed no later than the last Friday in September.
- Each fall and spring, the committee shall solicit proposals for large-scale, student-centered, diversity enhancing projects. Included in the cover letter attached to the application shall be the purpose and intent of DPC, the due date for project proposals, and the criteria for consideration in the allocation of DPC funds.
- DPC proposals shall be due at the Office of Student Activities and Services by 4:00 p.m. on the fourth Friday in October each year for Spring projects and the fourth Friday in March for Fall projects, should the funding base continue to be supplied by tuition dollars.
- The committee shall make a decision concerning whether or not to fund the proposals submitted by the primary due date within three weeks of that first project due date.
- Proposals received before the fall deadline will occur during the spring semester of that school year. All proposals received before the spring deadline will occur during the fall of the following school year.
- The current Student Senate Vice Chair assuming the chair of DPC at the start of the fall semester. They will remain the chair of DPC for the full academic year
