Delegated Contract Authority

Only the President of the university and those university officers designated by the President, as certified to the General Counsel for the Board of Regents, are authorized to execute contracts on behalf of the University. For acquisition contracts up to $9,999, the President has delegated limited signature authority to departments and other units. Only officially designated unit/departmental signatories whose names are on file with Purchasing and Contract Services and who have certified that they will abide by Purchasing and Contract Services' requirements may sign such contracts.

For acquisition contracts of $10,000 or more, the Chief Financial Officer and Director of Budget Planning and the Director of Purchasing are the President’s designated signatories. For any contract which requires expenditures or transfers by the university of an amount greater than $1,000,000, excluding contracts directly related to a capital improvement project, the university must notify the Kansas Board of Regents President and CEO in writing.
