The pelican is in a shallow channel filled with extremely large carp. THe bird attempts to capture several of the carp, all of which are longer than he is, and certainly outweigh the bird by several pounds. None of the carp are small enough to fit into the bird's bill/pouch, however. So even though the pelican is surrounded by a seeming plethora of food, he eventually gives up and waddles out onto the shore...
